Platform Overview & Scope of Service
CitySolve operates strictly as a digital intermediary and technology facilitator designed to bridge the communication gap between citizens and local municipal authorities. The Platform enables users to report civic infrastructure issues, including road damage, water leakage, sanitation failures, streetlight malfunctions, and public safety concerns.
User Eligibility
To access and use the Platform, you must meet the following criteria:
- Age: You must be at least 18 years of age, or the age of legal majority in your jurisdiction.
- Lawful Use: You warrant that you possess the legal authority to enter into these Terms and will use the Platform in compliance with all applicable local, state, and national laws.
- No Impersonation: You shall not impersonate any person, government official, municipal authority, or organization. Falsely claiming affiliation with a civic body constitutes a material breach of this Agreement.
Account Registration & Security
Use of core Platform features requires the creation of a registered account. You agree to the following:
- Accurate Information: You agree to provide accurate, current, and complete information during registration and keep it up to date.
- Credential Confidentiality: You are solely responsible for safeguarding your login credentials — passwords, OTPs, and JWT tokens. Any activity occurring under your account is your strict legal responsibility.
- Unauthorized Access: You must notify CitySolve support immediately upon discovering any unauthorized use of your account or a security breach. CitySolve shall not be liable for any loss arising from your failure to protect your credentials.
Role-Based Access & Responsibilities
The Platform provisions access via strict Role-Based Access Control (RBAC). Each role carries distinct permissions and responsibilities:
Complaint Submission Rules
By submitting a civic complaint, you agree to the following:
- Accuracy: You warrant that the information, location data (GPS), descriptions, and media submitted are entirely accurate and reflect a genuine public infrastructure failure.
- File Limits: A maximum of 5 files per report, with each file not exceeding 10 MB in size.
- Right of Modification: CitySolve reserves the right to reclassify, reroute, edit for clarity, or delete any complaint that fails to meet system guidelines or is routed to an incorrect municipal department.
Content Policy & Zero Tolerance
CitySolve maintains a strict, zero-tolerance policy regarding inappropriate, illegal, or harmful User-Generated Content (UGC). You explicitly agree that you shall NOT upload, post, share, or transmit any content that contains or promotes:
- Nudity, sexually explicit material, pornography, or vulgarity
- Content involving minors in any inappropriate, exploitative, or illegal manner (CSAM)
- Hate speech, discriminatory remarks, or communal/religious incitement
- Abusive, threatening, harassing, or defamatory language targeting authorities or other users
- Political propaganda, electioneering, or content unrelated to civic infrastructure
- Graphic violence, gore, or disturbing imagery
- Spam, commercial advertisements, malware, spyware, or malicious scripts
CitySolve employs automated algorithms and manual reviews to moderate content. However, users remain solely legally liable for the media they upload to the Platform.
User-Generated Content Licensing
By uploading text, images, or videos to CitySolve, you retain full ownership of your content. However, you grant CitySolve a worldwide, non-exclusive, royalty-free, perpetual, and transferable license to use, reproduce, display, process, and distribute the content for the express purpose of facilitating complaint resolution and platform analytics.
You warrant that you own or possess the necessary licenses, rights, and permissions to upload the media, and that such media does not infringe upon the intellectual property or privacy rights of any third party.
Intellectual Property Rights
All proprietary materials on the Platform — including the CitySolve logo, interface design, source code (Kotlin, Node.js, HTML/CSS/JS), algorithms, database schemas, and text — are the exclusive intellectual property of CitySolve and its developers.
Communications & Notifications
By registering, you consent to receive electronic communications from CitySolve, including:
- Firebase Cloud Messaging (FCM) push notifications for complaint status updates
- SMS OTPs for account verification and authentication
- Email alerts for important account and report activity
- Administrative announcements regarding platform changes or policies
You may manage non-essential notification preferences via your device or application settings at any time.
Privacy & Data Retention
The collection and processing of personal data (Name, Email, Phone, GPS Location) are governed by our Privacy Policy, which forms an integral part of this Agreement.
CitySolve retains complaint data, including media and resolution timelines, for auditing, reporting, and statistical analysis. We reserve the right to anonymize and aggregate this data to publish smart city performance metrics. We do not sell personally identifiable information to third-party data brokers.
Disclaimer of Warranties & Limitation of Liability
The Platform is provided on an "AS IS" and "AS AVAILABLE" basis. CitySolve disclaims all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
CitySolve makes absolutely no guarantee that a submitted complaint will be viewed, acted upon, or resolved by municipal authorities within a specific timeframe, or at all.
To the maximum extent permitted by law, CitySolve, its developers, and affiliates shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from:
- Your use of or inability to use the Platform
- Any conduct or content of any third party or municipal authority on the Platform
- Unauthorized access, use, or alteration of your transmissions or content
Indemnification
You agree to defend, indemnify, and hold harmless CitySolve, its developers, officers, and agents from and against any claims, liabilities, damages, losses, and expenses (including reasonable legal and attorney fees) arising out of or connected with:
- Your breach of these Terms
- Your violation of any applicable law or regulation
- Your violation of the rights of any third party
Modifications to the Terms
CitySolve reserves the unilateral right to modify, amend, or replace these Terms at any time. Material changes will be communicated via in-app notifications, email, or a prominent notice on the website.
Your continued use of the Platform following the publication of revised Terms constitutes your binding acceptance of the updates.
Governing Law & Jurisdiction
These Terms shall be governed by, construed, and enforced in accordance with the laws of India, without regard to its conflict of law principles.
Any disputes, claims, or legal proceedings arising out of or relating to the Platform or these Terms shall be subject to the exclusive jurisdiction of the competent courts located in Anand, Gujarat, India.
